What is ADLV?
ADLV is an Association established to promote and encourage best practice within our industry with reference to the initial and continued validation of driver entitlement through the process of driving licence checking by responsible employers or contractors in order to satisfy the duty of care and corporate responsibility owed to their employees and other road users. The members of the Association obtain data from such sources as DVLA using Access to Driver Data (ADD).
What is ADD?
ADD is a service operated and run by the DVLA which is available to commercial organisations for carrying out enquiries on a driver’s entitlement to drive. Organisations are only eligible to use this service if their purpose for making an enquiry is in line with the purpose for which DVLA initially captured the data (i.e. road safety).
Can I be an ADD user?
Any commercial organisation can apply to the DVLA for the ADD service. Each organisation will be required to undertake a contract process and if approved will be required to make payment in full annually for the installation and service maintenance charge of a dedicated fixed MPLS leased line which is fully controlled and monitored under contract by the DVLA, this lease line will be used to transfer secure data between parties.
Why should I use an ADLV member?
Each ADLV member undertakes to work to a strict Code of Practise (CoP) laid down by the The ADLV which ensures the best practises are followed within their organisation and that employees are vetted and licence data is controlled, monitored and at all times is secure. Furthermore the ADLV requires each member to commit to obtaining full certification throughout their business of the international standard of ISO27001:2013:
- All members are required to obtain ISO27001:2013 Certification within 12 months of membership.
- The ADLV audit team ensure members implement, comply, operate and maintain the strict CoP laid down by The ADLV
- The ADLV audit team ensure members implement, comply, operate and maintain the DVLA EDECS Contract Terms and Conditions
- An ADLV member is kept up to date with all the current information provided to the Association from their working parties with DVLA IT and policy groups.

Your application will be submitted to the Board of Directors of the ADLV at the next Board meeting. The decision will be confirmed in writing to the company address within 28 days.
How will I confirm ADLV membership?
Every ADLV member is listed on our website. In addition each member is issued a media pack which contains ADLV logo’s and ‘Approved Operator’ logo which can be used on their website as well as on their marketing literature which is related to the service only.
How can I be sure my Approved Operator is conforming to the ADLV standards?
The ADLV operates a strict code of conduct and performs continuous audits on its members to ensure compliance.
Why check driving licences?
The Road traffic Act 1988 section 87 states:
(1)It is an offence for a person to drive on a road a motor vehicle of any class otherwise than in accordance with a licence authorising him to drive a motor vehicle of that class.
(2)It is an offence for a person to cause or permit another person to drive on a road a motor vehicle of any class otherwise than in accordance with a licence authorising that other person to drive a motor vehicle of that class.

How do I check the driver entitlement for a non-UK driving licence?
The requirements for checking licences from different countries are on the DVLA website https://www.gov.uk/driving-nongb-licence
The consent form sent to DVLA will confirm any current convictions held.
